Based in Portland, Oregon, Edward Helgeson is the CAPA Program Development Consultant for NAFSA regions I & XII.  

An attorney by training with a background in international law, he lived in Europe for many years, holding academic posts in the UK and France.  He also managed exchanges between US and European universities, and served as a resident program director in Paris. 

With more than a decade of experience in the field, he has developed successful international programs with a variety of US institutions.
